Russia: New 'Homosexual Propaganda' Law threatens freedom to publish
Following reports in international media (The Guardian, Le Monde) the International Publishers Association is extremely concerned about a new bill which, if adopted, will prohibit the 'promotion of non-traditional sexual relations'. Read more.
Pirate website Z-Library taken down and alleged operators arrested
On Wednesday 16 November, in federal court in Brooklyn, USA, an indictment and a complaint were unsealed charging Russian nationals Anton Napolsky and Valeriia Ermakova with criminal copyright infringement, wire fraud and money laundering for operating Z-Library, an online e-book piracy website. Calls for UK Government to back meaningful anti-SLAPP protections to defend media freedom
A model anti-SLAPP Law drafted in consultation with leading media lawyers and industry experts on behalf of the UK Anti-SLAPP Coalition and supported by over 70 leading editors, lawyers, publishers, and journalists has been sent to the Secretary of State for Justice, Dominic Raab. Read more.

Portuguese Education Minister speaks at IPA Educational Publishers Forum (EPF) in Lisbon
On 17-18 November, IPA's Portuguese member, APEL, hosted a meeting of the EPF attracting 30 people from countries including Brazil, Poland, Norway, the UK, Hungary, Spain and France. Read more.
LatAm EPF meets during the Guadalajara Book Fair
On 27 November, the Latin American arm of the IPA's Educational Publishers Forum held a meeting in Mexico during the Guadalajara Book Fair. Read more.

ABC International Excellence Awards Announced
Publishing house Kogan Page(UK) and Mr. Ashoka Bandula Weerawardhana (Sri Lanka) are the winners of the 2022 ABC International Excellence Award for Accessible Publishing for their respective achievements in the field of accessibility to benefit people who are blind, visually impaired or otherwise print-disabled. Regional Publishers Associations in Europe and Africa elect new Presidents and boards
At the end of October and in early November, the regional associations for publishers in Africa and then Europe, held their elections to elect new boards and Presidents. Read more.
APIF and DAISY Consortium hold accessible publishing workshop in Nairobi
The ongoing APIF-DAISY Consortium accessible publishing initiative will enter its next phase in December when it brings African publishers to Nairobi for face-to-face training. Read more.

The second edition of the World Expression Forum will take place in Lillehammer from 22-23 May 2023 with very early bird tickets now available and a renewed drive for shareholders. Read more.

IPA in the news

The 33rd International Publishers Congress attracted good coverage with Publishing Perspectives, Publishers Weekly (here, here and here) and The Bookseller dedicating a number of articles to different parts of the event. The Prix Voltaire Ceremony was covered by the Jakarta Post, Prachatai and Gavroche Thailande. Zawya reported on the session dedicated to women in publishing and PublishNews Brazil covered the Inaugural IPA Innovation in Publishing Award. 
 
IPA's reaction to the new bill in Russia was picked up in Publishing Perspectives and Actualitté.
 
IPA President, Bodour Al Qasimi, published her latest Medium Post (Arabic) starting to look back on her four years of Vice President and then President of the IPA. 
 
IPA past President, Richard Charkin, continues his series of articles on Publishing Perspectives.
